CC FON390 vs CC FON 25

I have a 1997 Merlin Ti w/ 1999 Manitou SX Ti(80mm)v brakes. The bike origianlly had a 60 mm Rockshox. With the 80 mm Manitou the steering is slightly slow and “floppy” at slow speeds. For a rigid fork, should I
use the CC FON390 or CC FON25? Thanks
